Florida Solar Permit Timelines

Two clocks, not one

Every solar installation runs two parallel processes with different authorities. The building permit comes from the local building department. The interconnection agreement comes from the utility. Permission to operate typically requires both, plus a passed inspection.

Installers who treat these as one sequence lose weeks. The interconnection application can generally begin early; waiting for permit issuance before starting it is a self-inflicted delay that is entirely avoidable.

What Florida has legislated

Florida has enacted requirements aimed at compressing residential solar permit processing timeframes, with the intent of preventing local permitting from becoming a bottleneck for residential PV. Compliance in practice varies between jurisdictions, and knowing what the requirement actually is gives you standing to ask when a permit sits.

That is worth saying plainly: the value of knowing the statutory position is not litigation, it is being able to make a specific, informed, polite enquiry that gets a file moving.

Where installers actually lose time

• Structural certification on older roofs. Many jurisdictions require certification that the roof structure can carry the array. Anticipating it beats reacting to it.
• Incomplete electrical documentation. Single-line diagrams, equipment specifications, labelling plans and rapid shutdown compliance are the most common comment sources.
• Fire setback and access pathways. Roof access and setback requirements affect array layout, and a layout that does not comply gets redesigned after review rather than before.
• Battery storage. Storage adds electrical, fire and sometimes siting requirements that differ meaningfully between jurisdictions.
• HOA approval. Florida law limits HOA authority to prohibit residential solar, but approval processes and aesthetic conditions can still consume calendar time. Start it in parallel.
• Interconnection started late. The most common avoidable delay in the whole process.

Practical sequencing

1. Site assessment and design.
2. Start the HOA submission and the interconnection application immediately — do not wait for the permit.
3. File the building permit with complete electrical documentation and structural certification where required.
4. Track the permit; track the interconnection; they will not finish together.
5. Install on permit issuance.
6. Inspection, then utility approval, then PTO.

The installers with the best cycle times are not the ones with the fastest jurisdictions. They are the ones who never let one clock wait on the other.
