Which Jurisdiction Actually Controls Your Address?
Filing with the wrong building department is one of the most common and most avoidable ways to lose a week in Florida permitting.
Why a mailing address does not answer the question
Postal addresses follow postal delivery routes, not municipal boundaries. A property with a Sarasota mailing address may be in the City of Sarasota or in unincorporated Sarasota County — two different building departments with two different sets of requirements and two different registration obligations.
The same pattern repeats everywhere. Wesley Chapel is unincorporated Pasco County despite having a strong local identity. Lakewood Ranch straddles the Sarasota–Manatee county line. Longboat Key straddles it too. Bradenton and Bradenton Beach are entirely different cities.
The Tampa Bay trap
Hillsborough County uses HillsGovHub. The City of Tampa uses its own Accela Citizen Access instance. Temple Terrace and Plant City run their own departments again. Four jurisdictions, four portals, four registration requirements — and city limits that wander.
How to determine it properly
- Start with the parcel, not the address. County property appraiser records tie a parcel to a jurisdiction and are the authoritative starting point.
- Check the municipal boundary explicitly. Most jurisdictions publish boundary maps. Where a parcel sits near a line, confirm rather than infer.
- Ask the jurisdiction you think it is. Building department staff will confirm whether an address is theirs, and they would much rather tell you before you file than reject you afterwards.
- Check for overlays. Historic districts, community redevelopment areas, coastal zones, airport overlays and special districts add reviewers without changing the primary jurisdiction.
- Confirm which agencies beyond building are involved. Fire district boundaries, water and sewer utility service areas and water management district boundaries do not align with municipal boundaries.
What it costs to get wrong
At best, a rejection at intake and a resubmittal to the correct office — a week, maybe two. At worst, a full review completed by an authority that has no jurisdiction, fees paid to the wrong entity, and a project start that slips a month.

Generally no. Incorporated municipalities with their own building departments review projects within their limits, and the county reviews unincorporated areas.
